Skinny Plans : Minimum Value or Not? 

Skinny Plans have been told to beef up by the IRS. Until recently, employers have been able to enjoy ambiguities and loopholes in ACA regulations that made offering low-cost “skinny plans” a viable option. Regulations proposed in November 2014 definitively declared that plans that do not cover in-patient hospitalization or physician services do not meet “minimum value” requirements. DOL Issues Guidance on Employer Notification Requirements

On May 8, 2013, the U.S. Department of Labor (DOL) published 2013-02 Technical Release
to provide employers guidance on the provision of the Patient Protection and Affordable Care Act (PPACA) that requires employee notification of health care insurance coverage options. On February 13, 2015, the Departments of Labor, Health and Human Services, and the Treasury (the “Departments”) issued Part X111 of their FAQs about ACA implementation.
